From the Editors

Welcome to the China Secured Finance Bulletin.

China's banking industry is currently undergoing fundamental changes aimed at developing a modern and efficient credit market to keep pace with the country's dynamic economy. One area of great interest to domestic and foreign lenders alike is the latest sweeping reforms of the country's secured financing laws and registry systems which offer lenders for the first time the opportunity to provide financing against valuable business assets such as inventory and receivables. By the same token, the opportunity has arisen for foreign asset-based lenders to reach China’s vast and vibrant private sector, comprised mostly of small and medium firms with little access to the commercial credit market. 

The China Secured Finance Bulletin will provide highlights and strategic analysis of the latest changes in laws, regulations and industry trends affecting secured lending in China. We aim to provide insights and professional advice to help our readers navigate these fast-paced yet complex reforms which hopefully will lead to the eventual development of a modern secured lending market in China.

The Bulletin is a publication of China Secured Finance, a Connecticut-based consulting service specialized in secured lending practices in China.

Founder and Editor

Ms. Su Lin Han, the Editor and co-founder of the China Secured Finance Bulletin, is a native of Beijing and an American lawyer with extensive experience in corporate and financing laws. Since 2004, Ms. Han has been a legal consultant to the World Bank's secured transactions reform/access to credit project in China which provides assistance to China’s national legislature, the National People’s Congress, and the country’s central bank, the People’s Bank of China to create historical new laws in the realm of property rights and secured financing. Ms. Han has also been providing consulting services to other corporate and not-for-profit clients on China-related matters for the past 10 years.

Ms. Han received her J.D. from the Boalt Hall School of Law of the University of California at Berkeley in 1991. She worked as a corporate attorney at Wilmer, Cutler & Pickering in Washington, DC and the Hong Kong office of Cravath, Swaine & Moore in New York. Ms. Han was also the editor of the China Law and Governance Review (www.chinareview.info), an online publication focusing on the latest legal system development and governance reform in China.

 

Co-Founder and Contributing Editor

Ms. Stephanie Fischer, has an MA in Journalism and an MBA in Finance and a strong background in banking and finance. She worked at several leading New York banks, both in international lending and investment research. Ms. Fischer was also contributing editor to the China Law and Governance Review.
